FOIL’s offender photo belongs to the state record and may not be the Sheriff’s original image. Many county detainees never enter TDOC, so FOIL cannot serve as a general Lincoln County mugshot search.

It is not a general list of Lincoln County released inmates.

Source labels matter. A state photo may be taken long after a county booking. A registry photo may be updated as part of a reporting duty. A news image may not be a mugshot at all. Preserve the agency and image date when known, and avoid merging unlike images into one record.
Lincoln County Mugshot Request Policy
